Briefing for Imported Care Workers under the Special Scheme to Import Care Workers for Residential Care Homes

According to the Special Scheme to Import Care Workers for Residential Care Homes (Special Scheme), employers are required to arrange for each imported care worker (including new recruits and those with employment contracts renewed) to attend a compulsory briefing, on the basis of each Standard Employment Contract signed, organised by the Labour Department (LD) within 8 weeks upon their arrival in Hong Kong (briefing requirement).


Details of briefing(s) to be held in May 2024 are as follows:

To arrange for imported care workers to attend the briefing, employers should return the completed Enrolment Form for Briefing for Imported Care Workers(PDF) (in Traditional Chinese only; for the English version, please contact the Supplementary Labour Division (SLD) of LD at 3428 5915 or 3428 2214) or by fax (Fax no.: 3427 8132).

Please note that enrolment is on a first-come-first-served basis due to limited quota. In case of over-subscription, LD will notify the employer(s) concerned by fax.  To comply with the briefing requirement, the employer(s) must re‑submit the enrolment form(s) to arrange for the affected imported care worker(s) to attend another briefing.

Please note that the Social Welfare Department will issue a written notice to employers failing to comply with the briefing requirement and refuse their applications for importing care workers under the Special Scheme within one year from the issue date of the written notice.

If Pre-No.8 Special Announcement, Tropical Cyclone Warning Signal No. 8 or above, Black Rainstorm Warning Signal is issued / hoisted, or "Extreme Conditions" announcement made by the Government is still in force at 8 AM, all briefings on that day will be cancelled.
