SUPPLEMENTARY LABOUR DIVISION

The Supplementary Labour Division (SLD) serves as the application office of the Supplementary Labour Scheme (SLS). It vets employers' applications for importation of workers under the SLS and undertakes the following activities to safeguard the employment rights of workers imported under the scheme and to ensure that the scheme is not abused:
  • investigating complaints against the employers of imported workers on suspected breaches of the Employment Ordinance or contract terms and recommending prosecution as appropriate;
  • operating a 24-hour complaint hotline to receive complaints under the scheme;
  • conducting briefing sessions for imported workers to promote workers' employment rights and benefits; and
  • publishing various publicity materials such as leaflets and information cards in different languages for distribution to imported workers.
