Submission of Tenders:

Tenders are to be addressed to the Chairman, Central Tender Board and placed in the Government Secretariat Tender Box, Lobby of the Public Entrance on the Ground Floor, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong. Tenders must be deposited in the tender box as specified in this tender notice (Government Secretariat Tender Box) before the tender closing time. Late tenders and tenders not deposited in the Government Secretariat Tender Box will not be accepted.

If a black rainstorm warning signal or tropical cyclone signal No. 8 or above is hoisted at any time between 9:00 a.m. and 12:00 noon on 22 March 2019 (Friday), the tender closing time will be postponed to 12:00 noon on the first working day after the black rainstorm warning signal has ceased to be in effect or the tropical cyclone signal No. 8 is lowered. In case of blockage of the public access to the location of the Government Secretariat Tender Box at any time between 9:00 a.m. and 12:00 noon (Hong Kong Time) on 22 March 2019 (Friday), the Government will announce extension of the tender closing time until further notice. Following removal of the blockage, the Government will announce the extended tender closing time as soon as practicable. The above announcements will be made via press releases on the website of Information Services Department (http://www.info.gov.hk/gia/general/today.htm).

Tender Briefing:

A tender briefing will be conducted in Cantonese at 2:30 p.m. on 19 February 2019 (Tuesday) at the Function Room AC2, Level 4, Administration Building, Hong Kong Cultural Centre, 10 Salisbury Road, Tsim Sha Tsui, Kowloon, Hong Kong. Tenderers who wish to attend the briefing can nominate at most three representatives and complete the Reply Form to the Youth Employment and Training Programme (Hong Kong Office) (Attn.: Mr Vincent CHU) (Fax: 2147 0052) before 6:00 p.m. on 18 February 2019 (Monday). For details, please refer to Clause 3 in Part 2 – Terms of Tender of the Tender Documents.

Tenderers are advised to call the above Home Affairs Enquiry Centres to check the availability of the tender documents beforehand. In case the tender documents have been run out in the Home Affairs Enquiry Centres, tenderers are requested to collect the tender documents from the Youth Employment and Training Programme (Hong Kong Office) of the Labour Department at the address stated above direct.

Remarks:

(i)

Open tendering is adopted. All interested service providers are invited to tender.

(ii)

The Government of the Hong Kong Special Administrative Region does not bind itself to accept the tender with the highest overall score or any tender, and reserves the right to negotiate with any tenderer about the terms of the offer.

Details of the award of this contract will be published in the Government of the Hong Kong Special Administrative Region Gazette and made available on the Internet.
