In response to the fatal accident that happened on a construction site in Ho Man Tin on the morning of 29 June 2026, in which an excavator toppled over while lifting a bundle of metal pipes, striking a nearby male worker who was later certified dead in hospital, the LD calls on duty holders to conduct a task-specific risk assessment to identify all potential hazards and formulate and implement related safe lifting procedures to ensure workers’ safety during lifting operations, including:

  • Selecting suitable lifting appliances for the operation;
  • Assessing the stability of lifting appliances during the operation; and
  • Demarcating and barricading lifting zones, and prohibiting any person from entering these zones during lifting operations.
