Safety hints about a fatal work accident that happened in Kai Tak on 27 February 2025

In response to the fatal accident that happened on 27 February 2025 involving a slewing excavator, the Labour Department appeals to duty holders to:

• Fence off the operating zone of excavator, with suitable warning notices displayed and control measures implemented to prevent any unauthorised entry into the fenced off zone;
• Ensure an unobstructed passageway, not less than 600 mm wide, is maintained between any part of the excavator liable to move and any nearby fixture; and where it is not practicable, ensure that no person is allowed to get close when the excavator is in use;
• Assign a banksman to give proper signals to the operator if the excavator needs to be operated in special circumstances, such as in a congested work environment; and
• Ensure that there is clear and adequate visibility of the surrounding by excavator operator and, provide necessary aids such as mirrors, and CCTV, etc. All devices shall be properly repaired and maintained.
