EMPLOYMENT SERVICES

Employment service for able-bodied job seekers

  1. Provide every fresh registrant with written guidelines on employment service.
  2. Provide employment advisory services to job seekers within 30 minutes of appointment time.
  3. Provide job referral service to job seekers within 30 minutes of appointment time.
  4. Provide telephone employment service to job seekers on the following working day after they forward their "Easy Registration Form" to a Job Centre.
  5. Provide job seekers with weekly information on the number of top-ten vacancies available in the Job Centre.
  6. 90% of vacancy information processed within five working days following the date of receipt.

Employment service for job seekers with disabilities

  1. Provide vocational guidance interview to job seekers with disabilities within two weeks upon receipt of request for employment assistance.
  2. Issue replies to hearing-impaired job seekers within one working day upon receipt of their enquiries through fax, email, SMS or instant messaging applications.
  3. Attend to job seekers with disabilities for counselling or pre-referral interview within 15 minutes of the appointed time.
  4. Provide follow-up service to the employer and employee for six months after placement to ensure successful job settlement.

Employment service for young people

  1. Provide every fresh youth member with written guidelines on services of Youth Employment Start.
  2. Provide membership card to every Youth Employment Start member immediately after they complete the registration.
  3. Issue an email informing eligible fresh applicant for Youth Employment and Training Programme of the application progress within one week upon receipt of the application form and all relevant information.

Licensing of employment agencies

  1. Complete processing applications for employment agency licences within eight working days upon receipt of all relevant information and documentation.

LABOUR RELATIONS

Conciliation of labour disputes in the non-governmental sector

  1. Provide consultation to enquirers within 30 minutes on arrival at Labour Relations Division offices.
  2. Conduct conciliation meetings within five weeks from lodging of claims.
  3. After notification, contact parties concerned immediately for conciliation arrangement in disputes involving more than 20 employees or resulting in work stoppages.

Promotion of labour relations

  1. Make available information leaflets on amendment provisions of the Employment Ordinance in offices of Labour Relations Division within five days from the effective date of the amendments.

Adjudication of minor employment claims

  1. Arrange appointments for filing claims within one week upon telephone request from claimants.
  2. Conduct adjudication of minor employment claims within five weeks after filing.

EMPLOYEES' RIGHTS AND BENEFITS

Employees' compensation

  1. Inform an injured employee in writing of the handling procedures within one week after receipt of report of work injury in a prescribed form by the employer.
  2. Attend to injured employees within 30 minutes of the appointed time for medical clearance or referral to Assessment Board for assessment.
  3. Issue a Certificate of Assessment to an injured employee within two weeks after assessment by Assessment Board.
  4. Issue a Certificate of Compensation Assessment to an injured employee within:
    • two weeks after medical clearance; or
    • one week after a Certificate of Assessment is issued.
  5. Provide immediate assistance to family members of deceased employees to claim compensation for death in fatal work accidents.
  6. Issue a Certificate for Funeral and Medical Attendance Expenses to the concerned parties in fatal work accidents within two weeks after receipt of all relevant information and documentation and expiry of statutory application period.
  7. Issue a Certificate of Compensation Assessment for fatal cases to family members of deceased employees within three weeks after receipt of all relevant information and documentation and expiry of statutory application period.
  8. Issue a Certificate of Determination to a pneumoconiosis and/or mesothelioma sufferer certifying eligibility for compensation within two weeks after receipt of all relevant information and documentation.

Attestation of contracts for employment outside Hong Kong

  1. Attest contracts for employment outside Hong Kong within two weeks upon receipt of all relevant information and documentation.

Protection of wages on insolvency

  1. Issue payments to qualified applicants within 8 weeks upon receipt of all relevant information and documents required for processing the applications.

Administration of the Enhanced Supplementary Labour Scheme

  1. Take action to investigate complaints in relation to the Enhanced Supplementary Labour Scheme within one working day upon receipt of a complaint.

Labour inspection

  1. Start investigation into a complaint on non-compliance with holiday and wage provisions under the Employment Ordinance, the statutory minimum wage under the Minimum Wage Ordinance and the compulsory insurance requirement under the Employees' Compensation Ordinance, and illegal employment of children and young persons, within one week upon receipt.

SAFETY AND HEALTH AT WORK

Occupational safety

  1. Notify applicants of the result of their enrolment for safety training courses within one week upon receipt of application.
  2. Investigate immediately all fatal and serious accidents including those related to gassing incidents, explosions and dangerous occurrences.
  3. Respond to calls from emergency units regarding fatal and serious accidents within two hours.
  4. Serve a Suspension Notice within 24 hours after issuing to an employer or an occupier of premises a Notice of Intention to prohibit hazardous work or process in a workplace.
  5. Lift the Suspension Notice within 24 hours upon verifying the compliance with the notice by an employer or an occupier of premises.
  6. Reply to complaints about unsafe work environment within two weeks.
  7. Deal with verbal enquiries immediately.
  8. Provide consultation interviews within 15 minutes.
  9. Complete processing applications for registration as safety officers or safety auditors within two weeks upon receipt and verification of all relevant information and documentation.
  10. Complete processing applications for renewal or revalidation as safety officers within two weeks upon receipt and verification of all relevant information and documentation.
  11. Complete processing applications for recognition of mandatory safety training courses within two weeks upon receipt and verification of all relevant information and documentation.
  12. Complete processing applications for approval of cartridge-operated fixing tools within one month upon receipt and verification of all relevant information and documentation and examination of a sample of the product.
  13. Complete processing applications for registration as safety auditor training scheme operators within two weeks upon receipt and verification of all relevant information and documentation.
  14. Complete processing applications for recognition of academic qualifications for the purpose of registration as safety officers within two weeks upon receipt and verification of all relevant information and documentation.

Occupational health

  1. Conduct detailed investigation into urgent cases of occupational diseases within 24 hours upon notification.
  2. Provide clinical service to clients of Occupational Health Clinics within 30 minutes of the specified appointment time.
  3. Complete processing applications for approval of ear protectors, respiratory protective equipment or breathing apparatus within one month upon receipt and verification of all relevant information and documentation and examination of a sample of the product.

Pressure equipment safety

  1. Complete processing applications for registration of equipment within three weeks upon receipt of all relevant information and documentation.
  2. Attend to applicants for examination arrangements relevant to the issue of the Certificate of Competency within 20 minutes upon arrival at Boilers and Pressure Vessels Division office.
  3. Arrange examination for applicants of Certificate of Competency to take place within 14 working days from the date of payment of examination fees.
  4. Issue/endorse Certificate of Competency within four weeks from the date of examination.
  5. Reply to complaints about violation of the Boilers and Pressure Vessels Ordinance, Cap. 56 within two weeks.

REGISTRATION OF TRADE UNIONS

  1. Complete registration of new trade unions within four weeks upon receipt of all relevant information and documentation.
  2. Complete registration of change of name/rules of trade unions within 10 days upon receipt of all relevant information and documentation.
  3. Issue a duplicate of the certificate of registration within one week upon receipt of a written request from the union.
  4. Notify applicants of the result of their enrolment for educational courses within one week upon receipt of application.
